MNRE issues SOPs for ALMM Wind and ALMM-WTC

The Ministry of New and Renewable Energy (MNRE) has released standard operating procedures (SOP) for the Approved List of Models and Manufacturers (ALMM) Wind and ALMM wind turbine components (ALMM-WTC). According to the SOP, a wind turbine model can be listed in the ALMM Wind only if it holds a valid type certificate from an accredited certification body. The certificate should clearly specify the components, such as blades, towers, gearboxes, generators, and bearings. Additionally, such elements must conform to the relevant technical and performance standards.

Additionally, the ALMM-WTC listing process starts once a component is approved within a certified wind turbine design. Manufacturers for the components must provide comprehensive documentation, following which the ALMM-WTC committee reviews the submission and requires an on-site factory inspection to evaluate infrastructure, quality assurance processes, and testing facilities. The inspection fee is Rs 0.15 million plus applicable taxes for each component type. Furthermore, upon successful evaluation, applicants are recommended for inclusion in the ALMM-WTC list.

The SOP released by the MNRE further lays down clear definitions to differentiate between new turbine models and variants. A new model must involve design changes such as different generator technology, drive train configuration, or rotor diameter and rated power deviations. Furthermore, minor variations like hub height or wind class adjustments are treated as variants. Moreover, newly listed turbine models will be granted a temporary waiver from sourcing components exclusively from the ALMM-WTC list for up to 800 MW of capacity within two years of their enlistment.

Earlier in August 2025, MNRE renamed the Revised List of Models and Manufacturers of Wind Turbines as the ALMM Wind.
