Minhaj Alam: IAS, Additional Chief Secretary, Government of Kerala, Chairman & Managing Director, KSEBL

Minhaj Alam, a 1996-batch Indian Administrative Service officer, currently serves as additional chief secretary to the Government of Kerala and holds additional charge as chairman and managing director of Kerala State Electricity Board Limited (KSEBL). With a career spanning both state and central governments, including his role as additional secretary on central deputation, he has gained extensive experience in policy formulation, institutional reform, and large-scale project execution.

At KSEBL, he is leading a transformative phase in the power sector, focusing on reliability, digitalisation, renewable energy integration, and consumer-centric service delivery.

With a strong hydropower base and growing renewable energy capacity, KSEBL maintains a robust infrastructure network and ensures system stability despite rising demand and climate challenges. Kerala has achieved universal electrification, including free connections for economically weaker households, and continues to prioritise affordability through subsidised tariffs. Operational efficiency remains a key strength, reflected in low network losses, an early achievement in universal metering, and high collection efficiency, supported by digital systems and smart metering initiatives.

The state is actively advancing its renewable energy goals, targeting 100 per cent renewable electricity by 2040 and net carbon neutrality by 2050. Significant progress has been made in rooftop solar adoption and energy storage projects, including battery systems to enhance grid flexibility.

KSEBL is also integrating data-driven operations, AI-based forecasting, and improved consumer interfaces such as digital platforms and chatbots. Its role extends to emerging areas like electric vehicle infrastructure, further supporting Kerala’s clean energy transition.

Looking ahead, opportunities lie in grid modernisation, renewable energy integration, and digital transformation, supported by national programmes. However, challenges persist in ensuring infrastructure resilience amid climate risks, and balancing affordability with financial sustainability.
