MAHAGENCO floats consultancy tender for 200 MW solar project

Maharashtra State Power Generation Company Limited (MAHAGENCO) has issued a tender for the preparation of a detailed project report (DPR), bid specifications, tendering activity, and approval of detailed engineering, material inspections & project management for its 8 x 25 MW grid-connected solar plant along with battery energy storage system in Maharashtra. The deadline for bid submission is June 29, 2026.

According to the tender guidelines, the scope of work has been divided into multiple modules covering pre-FEED engineering, tender preparation, engineering review, and project execution support. The scope includes preparation of pre-feasibility studies, hydrology and geotechnical reviews, energy yield assessments, financial modelling, project risk analysis, and preparation of technical specifications for solar modules, balance of system (BoS), and battery storage system packages. Additionally, the selected agency will be responsible for bid evaluation support, review of engineering designs and layouts submitted by engineering, procurement, and construction contractors, grid integration studies, quality inspections, project documentation management, commissioning assistance, and monitoring of construction activities. Moreover, the consultancy scope also includes ensuring compliance with statutory requirements, optimisation of plant layouts and evacuation infrastructure, and supervision of testing and handover activities. Furthermore, the bidders are required to pay a tender fee of Rs 17,700 online, along with a processing fee of Rs 29,500 and an earnest money deposit of Rs 500,000.

According to the eligibility criteria, the bidders are required to have prior experience in technical due diligence, DPR preparation, design engineering, owner’s engineering, lender’s technical advisory, or project monitoring for solar or solar-hybrid projects with a capacity of at least 25 MW. Alternatively, they should have completed at least one FEED project for a solar or solar-hybrid project of at least 25 MW. Furthermore, the bidders should have completed either three similar assignments worth at least Rs 20 million each, two projects worth at least Rs 25 million each, or one project valued at a minimum of Rs 40 million.  Additionally, they must have a minimum average annual turnover of Rs 50 million during the last three financial years,  and maintain a net worth of at least 25 per cent of their paid-up share capital.
