MNRE asks agencies to scrap solar tenders with short submission periods

The Ministry of New and Renewable Energy (MNRE) has expressed concern over government agencies that issued tenders in August with short bid submission periods. It noted that some of the bid submission deadlines were as short as seven days. The short bid submission period is apparently aimed at circumventing the Approved List of Models and Manufacturers (ALMM) requirement for solar cells.

Furthermore, MNRE directed that any current tenders released with short bidding periods without adherence to the General Financial Rules or Central Vigilance Commission guidelines should be cancelled if required. Fresh tenders must then be issued in full compliance with these regulations.

Earlier in September 2025, MNRE proposed to issue the ALMM List-III for solar wafers, which will come into effect from June 1, 2028.

Furthermore, in August 2025, MNRE issued amendments to the guidelines for the enlistment of solar photovoltaic modules in the ALMM.
