GUVNL issues draft tender for 200 MW BESS in Gujarat

The Gujarat Urja Vikas Nigam (GUVNL) has issued a tender to establish 200 MW/1600 MWh standalone battery energy storage systems (BESS) in Gujarat. The winner will be selected through tariff-based competitive bidding (Phase-V). The BESS will have a 200 MW / 1600 MWh (200 MW x 8) hours capacity. The resultant daily capacity will be 1600 MWh. The system will draw power from the Gujarat Energy Transmission Corporation (GETCO) for charging and inject power back into the GETCO network according to dispatch instructions from the State Load Dispatch Centre (SLDC) in coordination with GUVNL.

According to the tender guidelines, bidders have to submit a document fee of Rs 29,500 and a document processing fee of Rs 1.5 million + 18 per cent GST for project capacity quotes. They are also required to furnish an earnest money deposit of Rs 1.4 million per MW as a bank guarantee. The winning bidders will need to provide a performance bank guarantee of Rs 3.6 million per MW. The bidders’ net worth must be equal to or greater than Rs 7.4 million per MW of the quoted capacity, as of FY 2023-24 or at least seven days before the bid submission deadline.

GUVNL will supply the necessary power for charging, taking into account the agreed-upon minimum system efficiency. The minimum bid size is 400 MWh (equivalent to 50 MW for 8 hours), with increments in multiples of 50 MW / 400 MWh. The full project capacity of 200 MW / 1600 MWh will be installed near substations within the State Transmission Utility (STU) network in Gujarat.

Additionally, the BESS developer will oversee the installation and connection of the BESS to the State Transmission Network. Only commercially proven and operational technologies will be promoted to minimize technology risks and ensure timely project completion.
