SECI tenders 1.2 GW wind projects

The Solar Energy Corporation of India Limited (SECI) has issued a request for selection of wind power developers to set up 1,200 MW of inter-state transmission system (ISTS)-connected wind power projects across India under tariff-based competitive bidding (Tranche-XXI). The projects will be developed on a build-own-operate basis. The online bid submission deadline is October 29, 2026. 

According to the tender guidelines, the selected wind power developers will be responsible for the complete development of the projects, including land identification, installation, ownership, obtaining grid connectivity and securing the necessary approvals. The developers must also establish the transmission network up to the interconnection point and bear the associated costs, including transmission line construction, wheeling charges, scheduling charges, transmission losses and maintenance. The selection of projects will be technologically agnostic. SECI will enter into a power purchase agreement (PPA) with the selected developers for 25 years and the scheduled commencement of power supply for the full project capacity will be 24 months from the effective date of the PPA. The minimum and maximum bidding capacity under a single bid is 50 MW and 600 MW, respectively.

Furthermore, the bidders are required to pay an earnest money deposit of Rs 1.368 million per MW of the project capacity, along with a bid processing fee of Rs 20,000 per MW of the quoted capacity. According to the financial eligibility criteria, bidders must have a minimum net worth of Rs 13.68 million per MW of quoted contracted capacity, calculated as of the last financial year or at least seven days before the bid submission deadline. They must also meet at least one liquidity requirement: annual turnover of Rs 8.283 million per MW of the quoted contracted capacity, profit before depreciation, interest and taxes of at least Rs 1.657 million per MW, or an in-principle bank or lending institution sanction for a credit line of at least Rs 2.071 million per MW.
