SECI tenders 1.2 GW FDRE projects

The Solar Energy Corporation of India Limited (SECI) has issued a request for selection of renewable energy power developers to set up projects with an assured peak supply capacity of 1,200 MW/4,800 MWh for four-hour duration from inter-state transmission system (ISTS)-connected renewable energy projects across India under the firm and despatchable renewable energy (FDRE-X) scheme. The projects will be developed under the build-own-operate model through tariff-based competitive bidding. The online bid submission deadline is October 29, 2026.

According to the tender guidelines, the selected renewable energy developers will be responsible for setting up the projects, including the renewable energy generation components and energy storage systems (ESS), along with the transmission network up to the interconnection point. The developers will be responsible for identifying land, installing and owning the projects, obtaining grid connectivity and the necessary approvals, and arranging interconnection with the ISTS or applicable state transmission network. The projects must include an ESS, and developers may use solar, wind or other eligible renewable energy sources in their proposed configurations. SECI will enter into a power purchase agreement (PPA) with the selected developers for 25 years. The scheduled commencement of power supply for the full project capacity will be 18 months from the effective date of the PPA. The minimum and maximum bidding capacity under  a single bid is 50 MW and 600 MW, respectively. 

Furthermore, bidders are required to pay a document fee of Rs 50,000 plus GST and a bid processing fee of Rs 20,000 per MW of the quoted capacity. The earnest money deposit will be calculated based on the installed capacity of the proposed project, at Rs 968,000 per MW for the solar component, Rs 1.368 million per MW for the wind and other renewable energy components, and Rs 240,000 per MWh for the ESS component. According to the financial eligibility criteria, the bidders must demonstrate a minimum net worth of Rs 9.68 million per MW for solar, Rs 13.68 million per MW for wind and other renewable energy sources, and Rs 2.4 million per MWh for ESS, based on the quoted installed capacity.
