EC approves €400 million Spanish aid scheme for renewable hydrogen production 

The European Commission (EC) has approved a €400 million Spanish State aid scheme under EU State aid rules. This scheme will support the production of renewable hydrogen through the European Hydrogen Bank’s Auctions-as-a-Service tool. It will aid in the construction of up to 345 MW of installed electrolyser capacity and the production of up to 2,21,000 tonnes of renewable hydrogen in Spain.

Furthermore, the approved scheme will enable Spain to achieve its national objective of installing 12 GW of electrolyser capacity by 2030. It will also support meeting targets for the share of renewable fuels of non-biological origin (RFNBOs) used in transport and in industry that are set in the Renewable Energy Directive. The aid will be granted through a competitive bidding process that was completed in the first quarter of 2025.

Additionally, all the companies planning to construct new electrolysers in Spain will be eligible for the support provided under the scheme. The aid that will be given will be in the form of a direct grant per kilogram of renewable hydrogen produced. It will be granted for a maximum tenure of 10 years. All the beneficiaries will be required to prove compliance with the EU criteria for the production of RFNBOs.
