IOCL cancels Panipat refinery green hydrogen tender

IndianOil has cancelled its global tender for “Green Hydrogen Generation Unit Of 10 Kta Capacity on Boot Basis at Indian Oil Corporation Ltd Panipat Refinery”. The earlier tender, which was issued last year and whose techno-commercial bids were opened in December 2023, was cancelled in February 2024 according to the company’s website. The second tender was issued in March 2024 and its techno-commercial bids were opened in July 2024. It was cancelled this week.

The tender provisions included bidders having the option to join a joint venture or consortium. They must have executed the construction and operation of a project involving hydrogen handling facilities in the designated sectors, either through a BOO or build, own, operate, and transfer arrangement, within the past 12 years. The project must have been commercially operational for a minimum of one year.

Another eligibility criteria was relevant experience in sectors involving hydrogen handling facilities comprising refinery units, petrochemical units, or fertiliser units with 500 KTPA as minimum capacity, 5 KTPA hydrogen generation units in any sector, at least 150 MW power projects, and at least 5 MW water electrolysis-based hydrogen units. The bidders were also required to have fulfilled an engineering, procurement, construction, and commissioning contract for a newly established facility with hydrogen handling facilities within the designated sectors. They must possess a minimum of one year of operational experience with a facility equipped with hydrogen handling capabilities within the specified sectors.
