SECI declares winners of its 1.5 GW electrolyser manufacturing auction

Results for the Solar Energy Corporation of India Limited’s (SECI) auction to develop 1,500 MW electrolyser manufacturing capacity as part of Ministry of New and Renewable Energy’s strategic interventions for green hydrogen transition (SIGHT) scheme, Tranche I, have been announced. The projects will be set up throughout India. The tender for the project was issued in July 2023 and proposals were sought under two buckets.

Out of 2,842 MW per annum bids received under bucket I, 1,200 MW per annum has been auctioned. With a maximum incentive allocation of Rs 4.44 billion each, Reliance Electrolyser Manufacturing, John Cockerill Greenko Hydrogen Solutions, and Jindal India have won 300 MW per annum each. While, Ohmium Operations, Advait Infratech (consortium with Rajesh Power Service), and L&T Electrolysers won 137 MW per annum, 100 MW per annum, and 63 MW per annum, at a maximum incentive allocation of Rs 2.03 billion, Rs 1.48 billion, and Rs 0.93 billion, respectively.

Out of 486.5 MW per annum bids received under bucket II, 300 MW per annum has been auctioned. With a maximum incentive allocation of Rs 1.5 billion and Rs 2.94 billion, Homihydrogen and Adani New Industries won 101.5 MW per annum and 198.5 MW per annum, respectively.

The projects should be completed within 24 months of receiving the letter of award. The electrolysers warranted life should be a minimum of 60,000 hours. As per the tender specifications, successful bidders securing less than 300 MW in the bucket I will be eligible for consideration for the remaining capacity in the bucket II. The maximum incentive allocation is applicable for the entire incentive period under both buckets. The initial incentive for both buckets will commence at Rs 4,440 per kW in the initial year and gradually decrease to Rs 3,700 per kW in the second year, Rs 2,960 per kW in the third year, Rs 2,220 per kW in the fourth year, and ultimately, Rs 1,480 per kW in the fifth year.
