SECI floats tender for 60 MW solar project in Bihar

The Solar Energy Corporation of India Limited (SECI) has issued a tender for the design, engineering, supply, construction, erection, testing, commissioning and operation and maintenance (O&M) of a 60 MWac inter-state transmission system-connected ground-mounted solar photovoltaic (PV) power plant at Gaya, Bihar. The tender will follow a single-stage, two-envelope bidding procedure. The deadline for online bid submission is November 12, 2026.

According to the tender guidelines, the scope of work includes the complete design, engineering, supply, construction, erection, testing and commissioning of the power plant. The selected bidder will also be responsible for comprehensive O&M of the plant for five years following successful commissioning and performance demonstration, including the supply and storage of mandatory spare parts and consumables and repair or replacement of defective equipment. The contract will be awarded in two parts, comprising the supply and services component and a separate O&M component. The tender mandates the use of domestically manufactured solar PV cells and modules listed in the Approved List of Models and Manufacturers. 

Moreover, the bidders are required to submit an earnest money deposit of Rs 64.36 million and a tender processing fee of Rs 25,000 plus GST. According to the financial eligibility criteria, bidders should have a minimum average annual turnover of Rs 965.4 million during the last three financial years. The net worth for the last financial year should be positive, while the minimum working capital requirement is Rs 536.3 million. In case of inadequate working capital, the bidder can alternatively supplement the requirement with a bank letter confirming availability of a credit line of at least Rs 536.3 million, provided by a bank having a net worth of not less than Rs 5 billion.
