MNRE simplifies documentation and application process of WtE programme

The Ministry of New and Renewable Energy (MNRE) has simplified the documentation and application process of its Waste to Energy (WtE) programme. 

According to the revised guidelines, documentation has been reduced across all three project stages. At stage 1 (application stage), developers are now required to submit only the detailed project report, loan sanction letter (if applicable), and an undertaking on a Rs 500 non-judicial stamp paper. Previous requirements, including forwarding letters and techno-economic feasibility reports, have been removed.

Furthermore, at stage 2  (during initial 50 percent claim), only documents such as the consent to operate (CTO)/acknowledgement certificate, bank guarantee, and bank mandate form are needed. Additionally, for stage 3 (before final disbursement), a combined plant inspection report needs to be submitted. This report encompasses the commissioning certificate, performance data for 24 hours and three months, the CTO from the State Pollution Control Board, and Petroleum and Explosives Safety Organisation approval for compressed biogas plants. It will also include EIA clearance for projects above 15 MW, high-resolution photographs of the plant, SCADA access details, and loan-related certificates.

Earlier in June 2025, MNRE notified revised guidelines under the WtE component of the National Bioenergy Programme. The revised framework is aimed at improving performance monitoring and accelerating the disbursement of central financial assistance.
