Adani Electricity Mumbai Limited has invited bids for the procurement of 500 MW/4,000 MWh energy storage capacity, with an additional 250 MW/2,000 MWh offered under a greenshoe option. The capacity can be sourced from either pumped hydro storage projects (PSPs) or battery energy storage systems.
According to the tender guidelines, the bidders are required to submit a money deposit of Rs 500,000 per MW of quoted capacity. Each project must have a minimum capacity of 50 MW and may be connected to intra-state or inter-state transmission systems. Projects already commissioned, under construction, or with surplus uncontracted capacity are also eligible. The deadline for bid submission is July 1, 2025.
Selected developers must deliver the contracted capacity on a build-own-operate-maintain basis. They will be responsible for financing, development, design, engineering, procurement, construction, commissioning, and operations and maintenance. Projects must be able to provide up to 500 MW of charging and discharging capacity, allowing for eight hours of daily discharge, including up to five hours of continuous discharge on demand, over a 40-year contract period. The roundtrip efficiency must be at least 75 per cent, and the cycle loss must not exceed 25 per cent during the contract term. A minimum annual project availability of 90 per cent is required. Only commercially proven and operational technologies will be accepted to ensure timely commissioning and reduce technology-related risks.
According to the eligibility criteria, the bidders proposing PSPs must provide a certificate from a statutory auditor or chartered accountant confirming experience in commissioning or operating thermal or hydro generation projects of capacity equivalent to the tender. Alternatively, the bidders can demonstrate experience in commissioning or operating renewable energy projects with at least 1.5 times the quoted capacity. Additionally, the bidders who have executed engineering, procurement, and construction or item rate contracts in infrastructure sectors like power, hydroelectric projects, water bodies, dams, metro systems, roads, reservoirs, or tunnels, with a minimum total project cost of Rs 20 million per MW of the quoted capacity will also be eligible, but only in the case of PSPs. The bidders must have a minimum net worth of Rs 15 million per MW of the quoted capacity and an annual turnover of at least Rs 10 million per MW of the quoted capacity in the previous financial year or seven days prior to bid submission.
