The Uttar Pradesh Power Corporation Limited (UPPCL) has issued a tender to procure 2,000 MW of pumped hydro storage capacity. The projects are to be developed on a build, own, operate, and maintain model for a period of 40 years from the commercial operation date. The contracted capacity must be capable of discharging for eight hours daily, with a maximum of six continuous hours.
According to the tender guidelines, the bidders are required to submit a money deposit of Rs 500,000 per MW. Successful bidders must also submit a performance bank guarantee of Rs 1.2 million per MW of contracted capacity, valid for 12 months beyond the scheduled commercial operation date. Financial closure for the projects must be achieved within 36 months from the date of agreement. Delays will attract liquidated damages at a rate of 0.2 per cent of the performance security per day, capped at 120 days. The deadline for bid submission is May 16, 2025.
The scope of work includes survey, investigation, design, construction, erection, testing, and commissioning of the project. It also covers statutory approvals, as well as operation and maintenance. Additionally, the bidders must comply with technical norms laid down by the Central Electricity Authority (CEA) and relevant grid codes. Required documentation includes a detailed project report approved by the CEA, proof of technical tie-ups, and documents detailing adherence to regional or state load dispatch centre guidelines for scheduling and dispatch.
