MSEDCL invites bids for 1,000 MW RTC power

The Maharashtra State Electricity Distribution Company Limited (MSEDCL) has issued a tender to procure 1,000 MW of round-the-clock (RTC) power for the period from April 1, 2025, to March 31, 2028. The delivery point will be at the Central Transmission Utility for projects located outside Maharashtra and at the State Transmission Utility for projects within the state. The last date for bid submissions is January 16, 2025. The tender follows a fixed-on-order approach under a medium-term arrangement and features a lump sum tariff structure.

According to the tender guidelines, the bidders must propose a minimum capacity of 100 MW, with the lump sum tariff covering electricity generated from any fuel source, including renewable energy. The bids are required to remain valid for a minimum of 120 days from the submission deadline. Furthermore, a bid security deposit of Rs 500,000 per MW of the offered capacity must accompany the bids. The tariff structure includes both fixed and variable charges, ensuring that the supplier is compensated for its investment and services. However, all costs associated with bid preparation and participation must be borne by the bidders, regardless of the bidding process outcome.

According to the eligibility criteria, the bidders must demonstrate ownership and operation of power generation stations with an installed capacity at least twice the capacity for which they are bidding. Additionally, they or their associates must possess a minimum net worth of Rs 10 million per MW of the capacity being bid as of the end of the preceding financial year. 

Moreover, bidders will not be allowed to increase their capacity during the e-reverse auction stage or the L1 matching round beyond the capacity verified during the technical qualification stage. This restriction aims to maintain fairness and ensure technical reliability in the bidding process.
