Maharashtra issues tender for 366 MW solar project

MSEB Solar Agro Power Limited (MSAPL) has issued a request for proposals to purchase power from 366 MW solar projects under component C of the Pradhan Mantri Kisan Urja Suraksha Evam Utthaan Mahabhiyan (PM-KUSUM) programme for feeder level solarisation. The project will be established as a part of second phase of Mukhyamantri Saur Krushi Vahini Yojana Programme.

According to the tender guidelines, the bidders are required to submit an earnest money deposit equaling Rs 100,000 per MW. The developers are required to furnish a performance bank guarantee equaling Rs 500,000 per MW. The bid submission deadline is February 27, 2024.

If Maharashtra State Electricity Distribution Company discover any new substations in the Solapur region that meet the prescribed criteria for interconnection at voltage levels of 11 kV/ 22 kV/ 33 kV before the bid due date, the option to acquire an additional 91 MW of solar power capacity is available.  MSAPL has obtained around 1,686 acres of revenue-generating land from government of Maharashtra through lease agreements, with sub-lease rent of Re 1 per hectare per anuum. The yearly sub-lease fee for this revenue-generating land will amount to Rs 1 per hectare. If bidders need private land, MSAPL has gathered a list of private land parcels that are open for leasing on its portal. The fundamental lease charge for these private lands will be 125,000 per hectare per annum or 6 per cent of the ready reckoner rate, whichever is greater, with an annual escalation provision of 3 per cent.

To be eligible, for projects with a quoted capacity surpassing 200 MW, bidders are required to have commissioned or own an operational solar capacity of at least 250 MW. In the case of projects below 200 MW, the bidders are required to have commissioned or possess an operational solar capacity of no less than 100 MW. Furthermore, MSAPL has mandated the use of indigenously manufactured solar modules listed in the Approved List of Models and Manufacturers.
