NLC India has issued a request for proposals to commission 100 MW inter-state transmission system connected solar projects. The projects will be located anywhere in India.
According to the tender guidelines, the developers will be responsible for operations and maintenance for a period of three years. The developer is also required to furnish performance guarantee equaling 5 per cent of the total contract value. The bid submission deadline is January 18, 2024.
To be eligible, bidders must have experience in implementing contracts of supply, installation, and commissioning of solar power projects connected to the grid, with a total installed capacity equal to or exceeding 10 MW. Among the overall capacity, a minimum of one project must possess a capacity of 5 MW or more at a single location, and it should have been operational for a duration of at least six months from the bid opening date.
Alternatively, prospective bidders must have completed an industrial project within the past ten years, acting either as a developer or as an engineering, procurement, and construction contractor, within sectors such as power, solar power, steel, oil, gas, petrochemicals, fertiliser industry, or any other infrastructure project, with a minimum value of Rs 990 million. Bidders must have successfully completed the construction of at least one electrical substation with a voltage level of 33 kV or higher. Furthermore, the completed substation should have been in successful operation for a minimum of one year before the bid opening date.
The project must be completed within 15 months of receiving the letter of award. Furthermore, NLC India has mandated the use of indigenously manufactured solar modules listed in the Approved List of Models and Manufacturers. The modules should carry a warranty for output peak watt capacity, ensuring a minimum of 90 per cent at the conclusion of 10 years and 80 per cent at the conclusion of 25 years.
