The Solar Energy Corporation of India Limited (SECI) has issued a request for selection of developers for power supply from 800 MW/3,200 MWh inter-state transmission system-connected standalone battery energy storage system (BESS) projects under the build-own-operate model. The procurement is through a two-bid system for “on-demand” usage under a tariff-based competitive bidding. The online bid submission deadline is October 30, 2026.
According to the tender guidelines, the scope of work requires the developers to set up, operate, and maintain the BESS at their own cost. The developers will be responsible for identifying land, installing and owning the project, obtaining connectivity, and securing all necessary approvals, permits, and clearances required for establishing and operating the project along with bearing all costs associated with the transmission line including wheeling charges, scheduling charges, maintenance, and losses up to the interconnection point. Additionally, the scope includes operations and maintenance of the project including the safety of personnel and equipment. The tender is technology-agnostic with respect to the BESS deployed. Furthermore, the developer must arrange charging power such that at least 51 per cent of the energy used to charge the BESS is procured from renewable energy sources.
Moreover, the minimum bidding capacity is 50 MW/200 MWh, while the maximum bidding capacity is 800 MW/3200 MWh. The bidders are required to submit a deposit of Rs 718,400 per MW of quoted capacity, a document fee of Rs 50,000 and a bid processing fee of Rs 20,000 per MW plus applicable GST. According to the financial eligibility criteria, the bidders should have a net worth of equal to or more than Rs 7.184 million per MW of the quoted capacity.
