Solar Energy Corporation of India Limited (SECI) has issued a request for selection (RfS) for the selection of green ammonia producers for the production and supply of 54,000 metric tonnes per annum (MTPA) of green ammonia in India through cost-based competitive bidding under the Strategic Interventions for Green Hydrogen Transition (SIGHT) scheme (Mode-2A, Tranche-II). The green ammonia will be supplied to Madhya Bharat Agro Products Limited-III at its plant in Dhule, Maharashtra, with an annual requirement of 54,000 metric tonnes and a maximum consignment size of 5,000 metric tonnes per month. The online bid submission deadline is October 27, 2026.
According to the tender guidelines, the scope of work requires the green ammonia producer to set up green ammonia production facilities at its own cost for the production and supply of green ammonia to SECI, including storage and transportation up to the delivery point. The producer will be responsible for identifying land, constructing and owning the production facility, and obtaining all necessary approvals, permits and clearances for setting up and operating the project, as well as for the storage, supply and transportation of green ammonia. All costs associated with delivery, including storage and transportation up to the delivery point, will be borne by the producer. The successful bidder will be required to produce and supply the green ammonia capacity awarded under the RfS, while trading or arbitrage of green ammonia for supply to the procurer will not be permitted.
According to the financial criteria, the bidders must have a net worth of at least Rs 50 million per 1,000 MTPA of tendered green ammonia capacity as of the end of financial year 2025-26, calculated on the basis of one year’s production and supply capacity. The net worth requirement may be met through the cumulative net worth of the bidding company or consortium and its affiliates that undertake to provide the required equity funding and performance security if the bidder fails to do so. Moreover, the bidders will be required to pay a document fee of Rs 25,000 and a bid processing fee of Rs 1.5 million. An earnest money deposit of the applicable amount specified under clause 16 must be submitted in the form of a bank guarantee along with the response to the RfS.
