The Odisha Electricity Regulatory Commission (OERC) has issued draft regulations titled the OERC (Grid Support Charges for Captive Generating Plants) Regulations, 2026. The regulations will be applicable to all co-located conventional captive generating plants that are connected to and operate in parallel with the intrastate transmission and distribution network. The provisions will apply regardless of whether such plants continue to qualify as captive generating plants on a year-to-year basis under the Electricity Rules, 2005.
Furthermore, the regulations aim to compensate the transmission licensee for the costs incurred in providing grid support services to conventional captive generating plants operating in synchronism or parallel with the grid. These services are essential to ensure the safe, secure, and reliable operation of such captive plants. Additionally, the framework seeks to establish a transparent, uniform, and technically robust mechanism for the levy of grid support charges.
Moreover, the regulations shall come into force from the date of their publication in the official gazette and will be extended to the entire state of Odisha. Stakeholders are invited to submit their valuable views and suggestions on the draft regulations to the undersigned by February 23, 2026.
