EC approves Austrian cleantech manufacturing scheme

The European Commission (EC) has approved, under the European Union (EU) State aid rules, an Austrian scheme worth about €100 million to support manufacturing capacity aligned with Clean Industrial Deal objectives. The approval has been granted under the Clean Industrial Deal State Aid Framework (CISAF) adopted on June 25, 2025. The scheme is intended to support investments that contribute to the transition toward a net-zero economy and expand industrial capacity for clean technologies within the European Union.

The scheme will be implemented through direct grants and will be open to companies investing in additional manufacturing capacity for net-zero technologies and their main components listed under the applicable framework. Nuclear fission and other nuclear technologies are excluded. Additionally, the scheme covers support for the production of new or recovered critical raw materials required for the final products or their key components.

Furthermore, the EC assessed the scheme as consistent with the conditions of the Clean Industrial Deal State Aid Framework (CISAF). The aid is designed to incentivise clean technology manufacturing and related specific components as well as raw materials production and may be granted until October 31, 2026. Moreover, the EC concluded that the support is limited to what is necessary, proportionate in scale, and expected to have a limited impact on competition and trade among member states.
