PFC Consulting Limited has issued a tender to develop an interstate transmission system aimed at evacuating 2,500 MW of renewable energy from the Morena special economic zone in Madhya Pradesh. According to the tender guidelines, the bidders are required to submit a bid bond of Rs 208 million. Upon selection, a contract performance guarantee of Rs 520 million must be furnished within ten days of the issuance of the letter of intent. The last date for bid submission is June 9, 2025.
The scope of work includes setting up a 3×1,500 MVA, 765/400 kV, 2×500 MVA,and 400/220 kV pooling substation. It also requires the installation of 2×330 MVAR 765 kV and 2×125 MVAR 420 kV bus reactors. Additionally, a 90 km long 765 kV double-circuit transmission line must be constructed between the Morena pooling substation (south of Sabalgarh) and Karera (near Datia). At Karera, the contractor must install two 765 kV line bays to terminate the transmission line. The scope also includes augmenting the 400/220 kV transformation capacity at the 765/400/220 kV Karera substation by adding a 1×500 MVA interconnecting transformer. The system must be commissioned within 27 months from the date of signing the transmission service agreement.
According to the eligibility criteria, the bidders should have developed infrastructure projects with total capital expenditure of at least Rs 10.4 billion in the last five years, with each project costing no less than Rs 2.08 billion. Alternatively, bidders may qualify if they have received payments totalling Rs 10.4 billion for completed infrastructure projects in the past five years, with at least Rs 2.08 billion per project. These projects must have been completed at least seven days before the bid submission deadline. Moreover, bidders must have held a minimum of 26 per cent equity in the executing company from financial closure to commissioning. A minimum net worth of Rs 4.16 billion over the past three financial years is also required, with no negative net worth in any of those years.
