REC has introduced a guidance framework to streamline vendor operations under the PM Surya Ghar: Muft Bijli Yojna, aiming to ensure smooth implementation of the rooftop solar programme. Appointed by the Ministry of New and Renewable Energy (MNRE) as the national registering authority and lead implementing agency, REC has set clear requirements for vendors. During registration, vendors must provide accurate and complete information, as any false details will result in application rejection.
Vendors are responsible for ensuring that all rooftop solar systems comply with the minimum technical specifications and quality standards established by the MNRE. Distribution companies will verify these systems during inspections. Vendors should avoid delays in installation and conduct safety checks before handing over systems to consumers. Additionally, they must communicate pricing clearly, including all charges, taxes, and fees, with no hidden costs.
Post-installation, vendors are required to provide free repair and maintenance for at least five years. This service includes repairing or replacing malfunctioning components and monitoring system performance to ensure its efficiency. Vendors must also ensure that any issues related to non-commissioning or the disbursal of central financial assistance (CFA) due to system quality are addressed. The system must come with a five-year warranty from the date of commissioning.
Installations may be inspected by REC, distribution companies, or the MNRE at any time to assess system quality, compliance with programme guidelines, and overall performance. If any system fails to meet the required standards or is non-functional due to poor installation or quality issues, the relevant registering authority may de-register the vendor and impose penalties. Vendors will be rated based on factors such as installation scale, equipment quality, workmanship, and service. They are also required to maintain a helpline for post-installation service, with a defined timeline for addressing complaints, which must be communicated to consumers.
In November 2024, the MNRE outlined specific terms for real estate developers and promoters to avail off CFA under the PM Surya Ghar: Muft Bijli Yojana, requiring an undertaking to transfer the rooftop solar asset to the housing society and ensure benefits through reduced electricity charges for common facilities.
