The Solar Energy Corporation of India Limited (SECI) has issued a request for selection (RfS) for solar developers to set up 5,290 kW of grid-connected rooftop solar projects under the renewable energy service company mode through tariff-based competitive bidding (RTSPV-Tranche XII). The total capacity is distributed across eight projects, with Category A covering Delhi, Punjab, Uttar Pradesh, and Bihar, and Category B covering Jammu & Kashmir and Himachal Pradesh. The bid submission deadline is August 31, 2026.
According to the tender guidelines, the scope of work includes obtaining no-objection certificates from the respective discom, as well as the design, engineering, supply, civil works, erection, testing, and commissioning of the grid-connected rooftop solar projects. The selected developer will also be responsible for obtaining net metering and grid connectivity approvals in accordance with the applicable regulations of the State Electricity Regulatory Commission, Central Electricity Authority, or the concerned discom, although the client organisation may facilitate the approval process.
Additionally, the developer will undertake the operations and maintenance of the projects for the entire power purchase agreement (PPA) term, including equipment replacement, insurance, and other associated services. Furthermore, the bidders are required to submit a non-refundable document fee of Rs 6,000 along with their response to the RfS document. The selected bidders will also be required to furnish a performance bank guarantee of Rs 3,375 per kW for Category A projects and Rs 3,715 per kW for Category B projects, corresponding to the cumulative project capacity, prior to signing the PPA.
