Gujarat issues tender for 500 MW wind-solar hybrid projects

Gujarat Urja Vikas Nigam Limited (GUVNL) has issued a request for proposals to procure power from 500 MW grid-connected wind-solar hybrid projects, phase II, with an additional 500 MW greenshoe option.

According to the tender guidelines, the bidders are required to submit Rs 928,000 per MW of the quoted capacity as an earnest money deposit. Before the signing of power purchase agreement (PPA), the developers are required to furnish performance bank guarantee equaling Rs 2.32 million per MW of the allocated capacity. The bid submission deadline is March 13, 2024.

Eligibility will be extended to projects in various stages, including those under construction, not yet operational, and currently operating without a long-term power purchase agreement (PPA) with any agency involved in short-term or merchant power sales. This eligibility requirement specifically pertains to projects that have not been accepted under any other central or state programs and do not have any existing commitments to buyers. The winning bidders must sign a PPA with GUVNL within 30 days of receiving the letter of intent or within 10 days after the Gujarat Electricity Regulatory Commission adopts the tariff, whichever happens later.

In order to minimise technological uncertainties and guarantee the prompt commissioning of projects, only commercially proven and operational technologies are allowed for implementation. The Ministry of New and Renewable Energy’s Revised List of Models and Manufacturers, which is updated until the project’s scheduled commercial operation date, is the only list of approved wind turbine models.

Recently, in February 2024, GUVNL issued a tender to purchase power from 1,125 MW grid-connected solar power projects at renewable energy park of Gujarat State Electricity Corporation Limited, stage 3, at Khavda, without energy storage.
