MPERC denies request to impose grid support charges on rooftop solar systems

The Madhya Pradesh Electricity Regulatory Commission (MPERC) has dismissed a plea submitted by the Madhya Pradesh Power Management Company and state power distribution companies. The petition sought the imposition of grid support charges on all consumer categories utilising grid-connected rooftop solar systems as a part of net-metering and base load reduction, category III. They also requested the implementation of net billing or a net feed-in arrangement for consumers with a maximum of 500 kW contract demand or sanctioned load.

The commission observed that despite the implementation of net metering regulations in 2015, the growth of distributed energy source capacities in the state has been minimal. Only 332 MW capacity has been added from 2015 until the present. There exists a substantial disparity between the required capacity and the installed capacity of distributed energy sources in the state. Consequently, the commission asserts that there is a need to actively promote the expansion of capacity for distributed energy sources in the state. The commission expressed its lack of inclination to lower the established limit for net metering connections from 1 MW to 100 kW. Additionally, it stated that it was not in favor of introducing net billing or net-feed-in arrangements of up to 500 kW for contract demand or sanctioned loads.
