Madhya Pradesh Power Company invites bids for 750 MW/1500 MWh BESS

Madhya Pradesh Power Management Company Limited (MPPMCL) has issued a tender to set up 750 MW/1.5 GWh of standalone battery energy storage systems (BESS) under a build, own, and operate framework. The capacity is structured as two units of 250 MW/500 MWh and two units of 125 MW/250 MWh. The projects will be supported through viability gap funding (VGF), with the eligible VGF capped at Rs 1.8 million per MWh.

According to the tender guidelines, the BESS must be designed for interconnection with the state transmission utility network in line with applicable regulations. Each project must deliver a minimum discharge duration of two hours at rated capacity, with the capability to operate two cycles per day. MPPMCL will sign a battery energy storage purchase agreement with the selected bidders, with each agreement valid for 12 years from the date of full commissioning. Additionally, the bidders are required to pay a processing fee of Rs 1.5 million and an earnest money deposit of Rs 220,000 per MW. 

According to the eligibility criteria, the bidders must have a minimum net worth of Rs 4.4 million per MW as of the last date of the previous financial year. Furthermore, the bidders must report an annual turnover of at least Rs 2.13 million per MW of the quoted capacity, along with an internal resource generation capability of at least Rs 426,800 per MW. 

Alternatively, bidders may provide an approval letter from a lending institution for a line of credit of at least Rs 534,600 per MW to meet working capital requirements. Moreover, MPPMCL has stated that only commercially established and operational technologies will be considered, refurbished battery cells are not permitted, and the energy management system software for the BESS must be developed indigenously in India. The deadline for bid submissions is February 23, 2026.
