PGE energises 475 MW BESS projects in Oregon

Portland General Electric (PGE) has completed three utility-scale lithium-ion battery energy storage systems (BESS) projects with a total capacity of 475 MW and over 1.9 GWh of dispatchable energy. The projects, located at key substations in North Portland, Troutdale and Hillsboro, are designed for four-hour operation and can supply electricity to about 300,000 homes during peak demand or supply disruptions.

Two of the projects were developed and awarded to Eolian, L.P. through PGE’s 2021 All-Source Request for Proposals. These include the 200 MW Seaside facility in North Portland, owned by PGE under a build-transfer agreement, which began commercial operations in July 2025, and the 200 MW Sundial facility in Troutdale, operated by NextEra Energy Resources under a 20-year storage capacity agreement, which began commercial operations in December 2024.

The third project, Constable, is a 75 MW PGE-owned installation in Hillsboro constructed under an engineering, procurement and construction agreement with Mortenson, and commenced operations in December 2024. 

PGE is an integrated energy company involved in power generation, transmission, and distribution. The company aims to reduce emissions from its retail power supply by 80 per cent by 2030 and 100 per cent by 2040.
