Repsol plans to install a 100 MW electrolyser at the Petronor industrial complex in Muskiz, near Bilbao in northern Spain. The project involves an investment of about €292 million and is scheduled for commissioning in 2029. It has been recognised by the European Commission as an Important Project of Common European Interest and will receive €160 million in financial support from the Government of Spain through the NextGenerationEU mechanism under the Recovery, Transformation, and Resilience Plan.
The new electrolyser will be capable of producing up to 15,000 tonnes of renewable hydrogen annually. Most of this output will be consumed within Petronor’s refinery operations, while additional volumes will be supplied to industrial users in the surrounding region as part of the Basque Hydrogen Corridor. The facility is expected to help offset up to 167,000 tonnes of carbon emissions annually. Moreover, the project builds on existing hydrogen infrastructure at Petronor, where a 2.5 MW electrolyser has been operational since 2023 and produces around 350 tonnes of renewable hydrogen annually for refinery use and adjacent facilities.
In December 2025, Repsol signed an agreement to sell a 43.8 per cent stake in the 629 MW Outpost solar project located in Webb county, Texas, to Stonepeak for $252.5 million.The transaction implied an overall project valuation of about $775 million, including tax equity proceeds from the monetisation of production tax credits.
