MoP temporarily waives DPIIT’s registration requirement for BESS tenders

The Ministry of Power (MoP) has temporarily waived the Department for Promotion of Industry and Internal Trade (DPIIT) registration requirement. The relaxation applies to bidders using lithium-ion cell technology under transfer-of-technology arrangements involving land-border-sharing countries. Furthermore, this relaxation will be applicable for one year, starting from January 09, 2026, and will allow bidders to participate in tenders for grid-connected battery energy storage systems (BESS).

Additionally, the MoP noted that grid-scale battery manufacturing in India is still at an early stage. Hence, the relaxation of the registration requirement was granted because of the limited availability of domestic manufacturing capacity for lithium-ion cells.

Earlier in August 2025, the MoP revoked the uniform renewable energy tariff mechanism in response to concerns of renewable energy implementing agencies and developers over the reluctance of procurers to sign power purchase agreements, along with challenges in power sale agreement signings because of tariff uncertainties.
