SECI floats green ammonia tender under SIGHT programme 

The Solar Energy Corporation of India Limited (SECI) has issued a tender under the Strategic Interventions for Green Hydrogen Transition (SIGHT) programme (Mode-2A, Tranche-I). The tender pertains to the offtake of 724,000 metric tonnes (MT) of green ammonia per annum across 13 fertiliser plants across the country. 

According to the tender guidelines, the bidders must establish production facilities to supply green ammonia to SECI. They will be fully responsible for securing all necessary approvals and permits, including land acquisition. The producer must construct, own and operate the facility and manage all logistics up to the delivery point. The supply must be made directly by the producer, though up to 10 per cent of the committed annual capacity may be sourced from third parties. Green ammonia can be produced using renewable energy sourced from co-located or remotely located projects, either owned by the producer or third parties, or procured through power exchanges. SECI will aggregate demand and sign long-term offtake agreements for a period of 10 years to ensure market assurance for producers. 

Additionally, SECI will charge a trading margin of Rs 1.5 per kg. Producers will receive incentives of Rs 8.82 per kg of green ammonia in the first year, Rs 7.06 per kg in the second year, and Rs 5.30 per kg in the third year. The total financial outlay for the incentives under this tranche is Rs 15.3 billion. The bidders are required to submit a money deposit of Rs 5,000 per MT. The deadline for bid submission is June 30, 2025.

According to the eligibility criteria, the bidders must have a minimum net worth of at least Rs 50 million per 1,000 MT per annum of cumulative quoted production and supply capacity, as of the last date of the previous financial year.
