GH2 Policy Toolkit for Developing Countries: Report

The report “GH2 for sustainable industrial development: A Policy Toolkit for Developing Countries” by IRENA reframes the prevailing narrative by shifting its focus away from the role of developing countries as producers and exporters in the future hydrogen market to highlighting the significance of the hydrogen value chain for developing countries themselves. The rapid scaling up of global green hydrogen production calls for multilateral cooperation in science, technology and innovation.

A ‘clover approach’ presented in the report outlines four key strategic considerations for the implementation of GH2 production:

  • prioritising local use before export (dual approach)
  • aligning with a just transition and other national goals (integrated approach)
  • starting with smaller to medium-sized projects (gradual approach)
  • sequentially implementing GH2 production and application (phased approach).

By leveraging their comparative advantages and integrating GH2 into their overall vision and strategy, developing countries can promote sustainable development, technological advancement, and the creation of jobs.
