The Delhi Electricity Regulatory Commission (DERC) has issued the draft DERC (Renewable Purchase Obligation and Renewable Energy Certificate Framework Implementation) Regulations, 2024. The regulations will be applicable on all obligated entities, such as distribution licensees, open access consumers, and captive users within the National Capital Territory of Delhi.
The regulations provide several methods to fulfill renewable purchase obligations (RPO), such as procuring power via open access, requisitioning from distribution licensees, using captive power plants, and buying renewable energy certificates (REC), self-generation, among others. Additionally, they include provisions for acquiring green hydrogen or green ammonia to meet RPO criteria.
According to the draft regulation, the DERC has set an RPO target of 29.91 per cent for the year 2024-25 and 30.01 per cent for 2025-26. All obligated entities will incur a penalty of Rs 0.10 per kWh for non-compliance of the RPO targets.
