SECI has floated a call for proposals for the selection of executing agencies to prepare detailed project reports (DPRs) for establishing green hydrogen hubs in India under Component-B1 of the National Green Hydrogen Mission (NGHM). The selected agencies will be responsible for assessing and identifying potential hub locations based on factors such as demand, infrastructure availability, and techno-commercial viability. The deadline for online bid submission is October 30, 2026.
Furthermore, they will collect baseline data on renewable energy potential, water availability, industrial demand, pipelines and logistics, and assess the financial feasibility of the proposed hubs. The agencies will consult with state nodal agencies, industries, power utilities, ministries and research institutions as part of the process. The DPRs will cover potential demand and supply centres for green hydrogen and its derivatives, feasibility of co-located renewable energy capacity, grid connectivity and energy storage to manage renewable energy intermittency, land and water facilities, refuelling facilities, compression, liquefaction and storage systems, and port/jetty and bunkering infrastructure where required.
Additionally, the agencies will prepare detailed layouts, capital expenditure estimates, implementation phases, financial models, regulatory and clearance requirements, and identify public and private stakeholders. The scope will further include a phased implementation roadmap, risk assessment, environmental and social impact analysis, and legal and regulatory considerations for the development of the green hydrogen hubs.
