NTPC Renewable Energy Limited (NTPC REL) has invited bids for the development of a 215 MW wind energy project at a state transmission utility (STU) substation in Madhya Pradesh. The bidding will be conducted through a single-stage, two-envelope process, comprising a techno-commercial bid and a price bid. The deadline for bid submission is October 9, 2026.
According to the tender guidelines, the scope of work includes the design, engineering, micro-siting, manufacturing, supply, erection, testing, installation and commissioning of the complete wind energy project, including land acquisition, Approved List of Models and Manufacturers (Wind)-listed wind turbine generators (WTGs), substations, internal evacuation lines, pooling substations and transmission infrastructure up to the STU substation in Madhya Pradesh. Additionally, the work will cover STU connectivity, geotechnical investigation, civil and electrical works, grid compliance studies, supervisory control and data acquisition systems, statutory approvals and clearances, and right-of-way arrangements. The WTGs offered must have a rated capacity of 3 MW or higher. The scope also covers the supply of mandatory spares and comprehensive operation and maintenance of the complete wind project for 10 years.
According to the financial criteria, the bidders are required to have an average annual turnover of at least Rs 3.95 billion during the preceding three financial years. The technical criteria require bidders to have designed or got designed, supplied, erected or supervised erection, and commissioned or supervised commissioning of grid-connected wind power plants with a cumulative installed capacity of at least 40 MW, including associated civil and electrical works. Of this, at least one wind power plant must have a capacity of 10 MW or higher at a single location and must have been in successful operation for at least six months prior to the date of opening of the techno-commercial bid. Furthermore, the bidders are also required to submit a bid security of Rs 200 million.
