The Ministry of New and Renewable Energy (MNRE) has issued a clarification regarding exemption from the Approved List of Models and Manufacturers (ALMM) List-II for certain rooftop solar projects. The clarification applies to projects where 100 per cent of the solar PV modules required for the project were installed before June 1, 2026, but commissioning under the net-metering framework could not be completed by the concerned discom before that date due to valid reasons.
Developers seeking exemption from ALMM List-II can apply through the designated portal and must submit supporting documents such as GIS-tagged site photographs, invoices, daily installation reports and a self-certification. During the review period, the concerned discom may verify the submitted information and allow commissioning of such projects using ALMM List-I modules, subject to the final outcome of the exemption application. The concerned discoms will be solely responsible for the verification and certification of eligibility for exemption from ALMM List-II.
This relaxation will be available for one month from the date of issuance of the clarification, within which all eligible projects are required to be commissioned. No applications will be entertained after the expiry of this period. The ministry has also clarified that this is a one-time transitional measure and should not be construed as an extension of the June 1, 2026 effective date for the applicability of ALMM List-II to net-metering, open access and renewable energy projects.
