MAHAGENCO has invited bids for consultancy services for a green hydrogen and green ammonia project at Uran in Raigad district, Maharashtra. The tender involves planning for a green hydrogen production facility with an initial capacity of 2 KTPA on 19.07 hectares of land located adjacent to an existing gas turbine power station. The deadline for bid submission is May 19, 2026.
According to the tender guidelines, the consultancy scope includes feasibility assessment for both hydrogen and ammonia configurations, preparation of techno-commercial estimates, and evaluation of infrastructure such as renewable energy supply, water availability, and grid connectivity. Additionally, the study will cover technology pathway analysis across electrolyser options and ammonia synthesis configurations, along with cost modelling based on capital and operational expenditure. The consultant will also conduct environmental and social impact assessments, and develop an implementation roadmap including timelines, approvals, and construction phases. Moreover, the scope includes preparation of engineering, procurement, and construction (EPC) tender specifications, assistance in bid evaluation, and review of engineering documents submitted by the contractor.
According to the eligibility criteria, the bidders must have demonstrated experience in EPC management consultancy across sectors such as hydrogen, refineries, petrochemicals, or power. Furthermore, they must have conducted prior execution of similar consultancy assignments, including feasibility studies or engineering services for hydrogen or process industry projects, of at least three similar works worth at least Rs 70 million, or two works worth at least Rs 80 million, or one work worth at least Rs 130 million. As per the financial eligibility criteria, the bidders must have a minimum average annual turnover of Rs 50 million over the last three financial years (FYs), along with the net worth of the last FY around 25 per cent of the paid-up share capital.
