SECI floats tender to set up PMU for National Mission on Cleantech Manufacturing

The Solar Energy Corporation of India (SECI) has floated a tender to select an agency for establishing a programme management unit (PMU) to support the National Mission on Cleantech Manufacturing. Besides the core sectors of solar, wind, green hydrogen, and energy storage, the PMU will also support other cleantech manufacturing segments identified under the National Manufacturing Mission. These sectors include electric vehicles, advanced battery technologies, very high-voltage transmission equipment, waste-to-energy technology, and equipment. 

The scope of work for the PMU includes supporting the Ministry of New and Renewable Energy in developing indigenisation strategies, policy recommendations, investment facilitation, and state-level manufacturing plans. It will also assist in designing skilling frameworks to strengthen the sector. In addition, the PMU will promote circular economy approaches within cleantech manufacturing. It will further facilitate coordination among central ministries, state governments, industries, and financial institutions.

Additionally, the agency will undertake sectoral assessments, identify opportunities for localisation, and facilitate access to concessional or blended finance. It will also prepare implementation-ready strategies aligned with the mission’s objectives. The bid submission deadline is March 9, 2026.
