NeuEN Green Energy wins Numaligarh Refinery’s 10,000 MTPA green hydrogen auction

NeuEN Green Energy, a joint venture between Bharat Petroleum Corporation Limited and Sembcorp Industries Limited, has emerged as the winner of Numaligarh Refinery Limited’s auction. The project involves setting up a 10,000 metric tonnes per annum (MTPA) green hydrogen generation unit on a build–own–operate basis. The company won the project at a tariff of Rs 279 per kg and will supply gaseous green hydrogen to the refinery at Numaligarh in Assam.

According to the tender guidelines, the scope of work includes the design, detailed engineering, and construction of all civil, structural, mechanical, electrical, and instrumentation facilities. It also includes testing, commissioning, and the supply of green hydrogen. Additionally, the scope includes providing 25 years of operations and maintenance services. 

Furthermore, the gaseous green hydrogen is required to be produced either through water electrolysis powered by renewable energy or via biomass processing. NeuEN Green Energy must independently procure biomass and ensure a continuous supply of compressed biogas or syngas feedstock to meet the specified green hydrogen output requirements. The tender was floated earlier on August 23, 2024, and was retendered on May 23, 2025.
