SECI issues tender for 1 GW/8 GWh PSPs

The Solar Energy Corporation of India (SECI) has issued a request for selection (RfS) for the development of 1,000 MW/8,000 MWh of pumped-storage projects (PSPs) under the PSP-I programme for on-demand use. These projects will be connected to the interstate transmission system and developed under a build, own, and operate model.

According to the tender guidelines, the scope of work consists of the design, financing, construction, ownership, operation, and maintenance of the PSP. It also covers land acquisition, statutory approvals, and the development of transmission infrastructure up to the delivery point. Further, according to the tender guidelines, the bidders are required to submit an earnest money deposit of Rs 1.11 million per MW. The successful bidder must furnish a performance bank guarantee of Rs 2.77 million per MW. 

Additionally, the SECI will act as an intermediary nodal agency for the use of the energy storage facilities. It will facilitate the charging and discharging of the PSP in accordance with the respective agreements with developers and buying entities, subject to satisfactory performance by all parties involved. It will also ink power purchase agreements (PPA) with the successful bidders for the provision of storage services to buying entities throughout the duration of the PPA. The bid submission deadline is February 9, 2026.
