Gujarat Urja Vikas Nigam Limited (GUVNL) has invited bids for the procurement of power from 625 MW of solar projects without energy storage. The projects can be located anywhere in India. Furthermore, the tender also includes a greenshoe option of up to 625 MW (Phase XXVIII).
According to the tender guidelines, solar projects that are either still under construction, not yet commissioned, or already commissioned but don’t have a power purchase agreement (PPA) in place and are selling energy on a short-term or merchant basis can participate. However, these projects must not have been accepted under any other central or state programmes and should have no existing obligations to current buyers.
Furthermore, projects can also be established within operational wind farms that are already grid-connected. This is allowed only if unused capacity is available for renewable integration at the relevant Gujarat Energy Transmission Corporation or Central transmission utility substation.
Further, according to the tender guidelines, the bidders are required to submit an earnest money deposit of Rs 928,000 per MW. The successful bidders must furnish a performance bank guarantee of Rs 2.32 million per MW. GUVNL will ink a 25-year PPA with successful bidders from the date of the scheduled commencement of supply for the project. Moreover, the last date of bid submission is December 15, 2025.
Earlier in September 2025, GUVNL issued a tender for the development of 250 MW grid-connected wind power projects under Phase X.
