EIB Global, the international partnerships and development arm of the European Investment Bank, and Enel Colombia S.A., part of the Enel Group, have announced a loan of up to $200 million to finance two solar projects in the Atlántico region in Colombia. The two projects, Guayepo III and Atlántico, have a capacity of 180 MWac each, and are currently under construction.
The financing is partially guaranteed by SACE S.p.A., the Italian export credit agency, covering 50 per cent of the exposure with backing from the Italian government. This structure aims to ensure financial stability and attract private investment, while supporting the participation of European companies in Colombia’s renewable energy transition. An initial disbursement of $100 million was completed in July 2025, with the remaining funds expected to be released in the coming months.
Once operational, the Guayepo III and Atlántico projects are expected to generate approximately 548 GWh and 529 GWh of clean electricity annually, respectively, supplying renewable power to more than 1.5 million people. Both projects form part of a broader 1,000 MW solar cluster in the region, which includes the previously financed Guayepo I and II projects. Additionally, the construction phase of the projects will create over 1,000 person-years of temporary employment and more than 100 full-time permanent jobs.
