Romania’s Ministry of Energy, in coordination with the Contracts for Difference (CfD) scheme operator C.N.T.E.E. Transelectrica S.A., has launched the third auction under the State Aid scheme in the form of CfD for electricity generation from onshore wind and solar photovoltaic sources. Around 290 MW of onshore wind capacity has been tendered as a part of this CfD auction.
According to the tender guidelines, the bidders must submit both technical and financial offers. The technical offer must confirm that the applicant and the proposed project meet all eligibility requirements, specifying the planned installed capacity in MW and the targeted commissioning date. The financial offer must indicate the proposed strike price in € per MWh of electricity. The strike price for electricity generated from onshore wind projects must not exceed €80 per MWh.
The total estimated budget for the scheme is equivalent to around €3 billion, financed through the Modernisation Fund and the National Recovery and Resilience Plan (NRRP). The evaluation of funding requests will be conducted by C.N.T.E.E. Transelectrica S.A., the designated CfD scheme operator. Applications must be submitted to the operator’s headquarters in line with the bidding procedure rules applicable to the second auction. The deadline for submission is November 14, 2025.
