West Bengal State Electricity Distribution Company Limited (WBSEDCL) has issued a tender to set up 250 MW/1,000 MWh standalone battery energy storage systems (BESS) at the Goaltore substation in Paschim Midnapore, West Bengal. The tender also includes an additional greenshoe option of 250 MW/1,000 MWh.
Furthermore, according to the tender guidelines, the BESS should be designed for interconnection with the WBSEDCL network at the 132 kV bus at the Goaltore substation. The developers are required to guarantee AC-to-AC round-trip efficiency of 90 per cent every month. Additionally, they must utilise only commercially established and operational technologies to minimise the technology risk and to achieve timely commissioning.
The bidders need to furnish Rs 208,000 as an earnest money deposit. Furthermore, the selected bidders need to furnish Rs 520,000 per MWh as a performance bank guarantee. Additionally, the BESS must be commissioned within 18 months of signing the battery energy storage purchase agreement (BESPA). The BESPA will be inked for a period of 15 years from the scheduled commissioning date. The bid submission deadline is November 14, 2025.
