MNRE issues guidelines for CFA release mechanism under PM Surya Ghar scheme

The Ministry of New and Renewable Energy (MNRE) has issued guidelines for the release of central financial assistance (CFA) for rooftop solar projects under the Utility Led Aggregation (ULA) model of the PM Surya Ghar: Muft Bijli Yojana.

According to the guidelines, CFA will be released in a single tranche contingent upon the successful installation, inspection, and commissioning of rooftop solar systems. No portion of the CFA will be released in advance. Additionally, the implementing agency will use the ULA redeem option on the national portal to initiate disbursement and specify consumer-wise and vendor-wise details. 

Furthermore, the national programme implementation agency will verify reports uploaded on the national portal and disburse the funds directly to the  ULA vendor’s bank account. The process also mandates prior verification of vendor details and notification to the respective state or utility. 

The guidelines also specify that the payment release framework will apply uniformly to all proposals under the model. Additionally, the MNRE will allocate funds in advance to the national programme implementation agency to enable transparent tracking and timely disbursement.

Earlier this month, the MNRE simplified the documentation and application process of its Waste to Energy programme by reducing the documentation required across all three project stages.
