Ministry of Mines issues guidelines for Rs 15 billion critical mineral recycling incentive scheme

The Ministry of Mines has issued implementation guidelines for the Rs 15 billion incentive scheme for critical mineral recycling. The guidelines outline procedures for incentive allocation, eligibility criteria, and performance review. 

The scheme is a key component of the National Critical Mineral Mission and aims to develop domestic recycling capacity for extracting critical minerals from secondary sources. Furthermore, eligible feedstock sources under the scheme include e-waste, spent lithium-ion batteries, and other scrap materials. The scheme will apply to investments in setting up new units, as well as in expanding, modernising, or diversifying existing ones.

The incentive scheme was approved by the Union Cabinet earlier in September 2025. It aims to promote the recycling of critical minerals in the country.
