The Solar Energy Corporation of India (SECI) has issued a request for selection (RfS) for setting up 3,640 kW grid-connected rooftop solar photovoltaic projects. The projects will be set under renewable energy service company (RESCO) mode through tariff-based competitive bidding (RTSPV-Tranche-IV).
Furthermore, the projects will be divided into category A and category B. Under Category A, the projects are spread across several institutions. These include the Indian Institute of Engineering Science and Technology, Shibpur, and the National Institute of Technical Teachers Training and Research, Kolkata, in West Bengal. In Tamil Nadu, projects are planned at the National Institute of Technical Teachers Training and Research, Chennai, the Indian Institute of Management, Tiruchirappalli, and the Sardar Vallabhbhai Patel International School of Textiles and Management, Coimbatore. Additional projects will be taken up at Udaan Bhavan in New Delhi, the Rajiv Gandhi National Aviation University in Amethi, Uttar Pradesh, the Central Institute of Indian Languages in Mysuru, Karnataka, and the National Institute of Fashion Technology in Bhubaneswar, Odisha.
Under Category B, the projects are located at Hemvati Nandan Bahuguna Garhwal University in Uttarakhand, covering both the Chauras and Srinagar campuses.
According to the tender guidelines, the scope of work consists of the design, engineering, procurement, construction, testing, and commissioning of rooftop solar systems. It also includes securing grid connectivity and net-metering approvals with the respective power distribution companies. The scope also covers operation and maintenance throughout the entire 25-year power purchase agreement period. It covers replacement of modules, inverters, and spares, as well as maintaining insurance and meeting annual capacity utilisation factor performance guarantees.
Furthermore, bidders are required to submit the earnest money deposit, which varies according to the project and location. The successful bidders are required to furnish a performance bank guarantee of Rs 3,375 per kW for Category A and Rs 3,715 per kW for Category B. The last date for bid submission is October 27, 2025.
