NTPC invites bids to procure 219,000 tonnes of biomass pellets

NTPC Limited has issued a tender for the procurement of 219,000 tons of non-torrefied biomass pellets for its coal-fired thermal power plant in Dadri, Uttar Pradesh. The deadline for bid submission is January 28, 2025. The scope of work includes the supply, loading, transportation, and delivery of agro-residue-based biomass pellets to the national capital power station.

According to the tender guidelines, the bidders are required to furnish a money deposit of Rs 1,000,000. However, micro and small enterprises (MSEs) with Udyam registration are exempt from this requirement. Additionally, unloading of the pellets is mandatory and must be conducted on-site. Pellets should be loose-filled in fully covered and waterproof vehicles to prevent exposure to rain, sunlight, and dust during transit. Bagged pellets will not be accepted, and the successful bidders will bear any associated unpacking and unloading costs, including demurrage charges. The supply of pellets must continue for 365 days from the award of the tender.

According to the eligibility criteria, the bidders must be pellet manufacturers or traders, with individual participants required to be at least 21 years old. Participants can be Indian nationals, companies, sole proprietorships, partnerships, limited liability partnerships, consortiums, or cooperative societies registered in India. Non-resident Indians and multinational companies with registered offices in India are also eligible.

The biomass pellets must consist of at least 50 per cent agro-residue, with a minimum inclusion of paddy residue. The pellets should be cylindrical, with a maximum diameter of 25 mm and a length of 35 mm, and have a gross calorific value between 2,800 kcal per kg and 3,400 kcal per kg. MSEs with valid Udyam registration and verified credentials through the Udyam registration portal will receive purchase preference as part of the tender evaluation process.
