HPCL floats tender for 5 KTPA green hydrogen supply at Visakh Refinery

Hindustan Petroleum Corporation (HPCL) has floated a tender for the supply of 5,000 tonnes (5 KTPA) of green hydrogen annually to its Visakh Refinery. The tender is for a period of 25 years. The deadline for bid submission is January 21, 2025.

According to the tender guidelines, bidders must submit an earnest money deposit of Rs 10 million. To qualify, bidders must have a minimum net worth of Rs 750 million as of the last financial year and an annual turnover of at least Rs 1 billion in one of the last three financial years. They should also have relevant experience in executing projects in sectors like oil & gas or power. Bids can be submitted by individual entities or consortiums, with consortium members holding at least 26 per cent of shares.

Furthermore, the bidders are required to choose the project location, acquire land, and construct the Green Hydrogen Generation Unit (GHGU). The GHGU will include electrolysers, power systems, and purification units. Additionally, the winning developer will have to conduct surveys, ensure the connection of pipelines from the GHGU to HPCL’s refinery, manage right of way and ensure compatibility with HPCL’s hydrogen distribution network. 

Bidders can establish their own renewable energy projects or procure power through power purchase agreements to meet the GHGU’s energy needs. They must secure all necessary statutory approvals, comply with local laws, and adhere to safety standards. The operator will be responsible for the operation and maintenance of the GHGU, ensuring an uninterrupted supply of green hydrogen.
