HPCL Renewable and Green Energy Limited (HPRGEL) has issued a request for proposals for engineering, procurement, and construction (EPC) package, including land for 300 MW inter-state transmission system (ISTS) connected solar projects across seven states (Gujarat, Rajasthan, Maharashtra, Karnataka, Andhra Pradesh, Madhya Pradesh, and Tamil Nadu).
According to the tender guidelines, the scope of work under the project includes locating and transferring HPRGEL land leases, setting up grid connectivity at the ISTS substation, and carrying out all EPC tasks using open category type modules, such as telemetry to the connecting grid substation and power evacuation systems. To guarantee generation at the interconnection point and provide required spares, bidders must additionally do performance testing. They are also obligated to manage the operation and maintenance (O&M) of the entire solar project, encompassing the switchyard and power evacuation system, up to the interconnecting grid substation, for a duration of ten years following the defect liability period. The bidders are required to submit $105.5 million as an earnest money deposit. The developer is required to furnish performance bank guarantee equaling 2 per cent of the EPC contract value. Additionally, the developers are required to furnish 5 per cent of O&M contract value as a bank guarantee. The bid submission deadline is May 30, 2024.
Additionally, the projects must be completed within 15 months of work order issuance. To be eligible, the bidders must have successfully executed either one project valued at a minimum of Rs 16.52 billion, two projects each valued at Rs 10.33 billion, or three projects each valued at Rs 8.26 billion within the past seven years. Bidders must also have conducted operation and maintenance for a solar project of at least 25 MW at a single location for a minimum duration of one year from the date of commissioning. Furthermore, use of only indigenously manufactured solar modules listed in the Approved List of Models and Manufacturers is mandated.
